Prohibit the practice of adding earmarks to pending legislation that is often totally unrelated to the issue at hand. This practice often is simply extortion to garner a legislators' support. We need to stop this practice to limit spending on special interest legislation that would never pass legislation as a standalone and on its own merits.

Let's promote transparency and fiscal responsibility and stop this practice which most recently added some $70 billion in ridiculous and wasteful spending to of all things this past weeks' "fiscal clift" resolution to make permanent tax cuts.
