The purpose of this petition is to stop the Water and Power Authority of the Virgin Islands (WAPA) from distributing rusty/unclean water to the people of the Virgin Islands. On a daily basis, some customers are forced to pay for the filthy water being distributed through rusty pipes. While this has been ongoing for a number of years now, no longer should the people have to spend for water that is unusable. The Water and Power Authority must compromise and make an agreement with the customers within the territory to avoid excessive utiity payments on their behalf. If the people cannot get clean water, they should not be obligated to pay for it!
