The administration has assumed the perrogative of designating persons as targets of assassination. This has ever and always been deemed a high crime. Since the administration is responsible for law enforcement, its rationalizations of these murders have held force. By making these actions explicitly illegal, the perpetrators of these crimes can be brought to justice, without regard for their position of high office.
