Scam artists use false caller-ids to hide their tracks. This is also used by telemarketers and others to try to skirt the Do Not Call law. It is especially used by companies representing themselves as survey takers when they actually are marketing products and services. Forcing the use of actual identities makes it easier to track down the culprits.
