Prohibit foreign powers from purchasing US mineral rights.

Prohibit foreign governments from purchasing mineral rights on US soil. We are the only country in the world to allow private individuals to own mineral rights (oil and gas especially). In other countries it all belongs to the state but we have foreign countries buying up our mineral rights and drilling under American soil. How is it that our country is selling off parts of itself to foreign powers like China? We want it to be illegal for foreign countries to own our country's resources and surface.
