Opportunities for promotions, transfers and temporary assignments in Federal government departments and agencies are frequently restricted to candidates from a single segment of the organization, denying qualified candidates from other parts of the organization the option to be considered for the position. This practice prevents the best possible candidate to be selected for the position and fosters a culture of favoritism which pervades federal government hiring practices. Government hiring practices should be changed to require that all candidates be considered and hired on the basis of their qualifications, creating a better government workforce to serve the American people.
