I do not think it should be left for Congress to decide on whether or not to withhold their paychecks since they would be biased since it affects their pay. Thus, I believe that the President should be allowed to do something to withhold Congress' pay via an executive order.

I also do not think it is fair that federal employees typically get back payed after a furlough while the contractors that are unable to work because they cannot enter closed federal buildings do not get back payed. I do not think there is a simple remedy for this other than to not back pay any employees that did not work after a furlough
