Prohibit the posting of Mugshots on the internet and requiring payment to remove them. At what point is time served?

Create legislation that prohibits person(s) or agencies from publicizing mug shots on the internet. Most; if not all of these agency's require a fee to have the mug shots and information removed from public viewing over the World Wide Web. There are so many of these operations a person pays one there is always another. It is a form of extortion that impedes the rehabilitation process and/or the citizen’s ability or desire to do so. In reality, time is not served. They will remain in a state of public ridicule, societal exclusion if it is not affordable for them to buy their freedom from the internet. We have campaigns and laws against bullying, extortion; and economic hardships housing prisoners for being prisoners. They should be afforded unimpeded opportunities to do and be better.
