The President shall seek legislation in Congress prohibiting the manufacture, sale, trade and transport of software and hardware devices intended to facilitate entry into the computer of another and/or acquiring information that is resident on the computer of another ir accessible through the computer of another. Further, should any such prohibited instrument be used in commission of a crime the parties manufacturing, selling, trading or transporting such instrument shall be assumed participant in such criminal activity as an accessory before the fact. And, such instrument shall be classified under US law as ordinance subject to all such restrictions of law and treaties on export of such.
