Prohibit a single vote from passing separate measures

Too often, undesirable measures are grouped with popular bills in an attempt to get votes from those hoping to pass the popular bill. If a bill cannot pass on its own, it should not pass. Anyone who is for or against both measures is forced to vote against their belief on one. Thus, the result of the vote is not valid and the vote can be misrepresented to the public in future campaigns.
