Prohibit smoking in all apartments, require all apartment buildings to have a sealed off room in lobby for smokers.

In the USA, about 50,000 people a year die from second hand smoke. Smoking should be prohibited in all residential apartments, but be allowed in a "Smoke Room" which can be constructed in each apartment building. It can be installed in the lobby of each apartment building with walls that are made to contain the smoke. Tenants who continue to smoke in their apartment should be required to pay the victims financial compensation and be given a notice to move out within a reasonable amount of time.,This law should require a room be constructed in all existing apartment buildings and all new residential construction projects. A 3 family house can have a much smaller smoke room than a 12 unit building for example.
