The practice known as "coal rolling" whereby drivers modify their vehicles to output high levels of particulate-heavy smoke should be strictly banned.
The practice:
1: Creates large amounts of particulates, more than any reasonable engine would actually create, including coal.
2: Is designed for the sole purpose of flaunting the rest of society's decision regarding environmental law. This must obviously be harshly punished.
3: Further increases American dependance on foreign oil by making vehicles less fuel efficient.
Thus, we propose that the administration withhold (or pressure congress to withhold) any & all state highway funding from states that to not outlaw the practice of "coal rolling". Alternately, manufacturers could be required to make their cars unmodifyable in such a way.
