No use of armed drones shall be used for the purpose of targeting persons within the governing borders of any US states or territories, nor shall an armed drone be allowed to conduct any proactive activities. Drones shall be mandated to be observational only with no proactive capabilities within borders of territories within the purview of the United States Government, the states, and its territories.
