4 U.S. Code § 8 - Respect for the flag, states, in part:
....
(b) The flag should never touch anything beneath it, such as the ground, the floor, water, or merchandise.
(c) The flag should never be carried flat or horizontally, but always aloft and free.
(e) The flag should never be fastened, displayed, used, or stored in such a manner as to permit it to be easily torn, soiled, or damaged in any way.
....
The Armed Forces routinely use the US Flag in exhibitions where parachutists tether the flag as displays on decent and then land - dragging the flag across the ground. Failure to prevent this cannot be considered accidents and so is willful disrespect.
The President of the United States should direct such uses are contrary to the above code and are prohibited immediately.
