Prohibit the use of Kill Orders on American Citizens

The use of executive orders to bypass due process is unethical and illegal.
It shall be the policy of the Obama Administration, and all persons acting on behalf of the Obama Administration or its partners;
1. To never issue a kill order for an American Citizen before they are found guilty in a Criminal Trial in a Civilian Court of Law.
2. To forbid the violation of the Civil Rights of American Citizens (especially privacy, due process, and a fair and speedy trial) by any person acting on behalf of the government (both foreign and domestic).
3. To never use a drone, UAV, or other unmanned instrument to kill an American Citizen regardless of location, circumstance, or danger.
4. To uphold and protect the Civil Rights of all American Citizen regardless of beliefs, opinions or affiliation.
