Prohibit the VA Hospital Women's Clinic from denying access to transgender veterans based on a "No Penis Policy".

There is a “no penis policy” at the Women’s Clinic for the VA Greater Los Angeles Healthcare System that prohibits all transgender veterans who live as a woman, and who have a penis, from receiving care in the Women’s Clinic. This “no penis policy” also applies to intersex veterans like myself who were born with female genitalia (clitoris) and breasts in addition to having a penis. The rationale for this discretionary policy is to keep transgender and intersex veterans out of the Women's Clinic because, as I was told by the mental health dept. head: "pre-op transexuals and intersexed transgender veterans with a penis under their clothing make women veterans born with vaginas who come to the Women's Clinic uncomfortable."
