It should be unlawful for a person, parent or guardian in need of welfare for more than a period of 6 months for their current family unit to continue to add children that will be born knowing welfare is the only means to support those children.
Welfare should not be a reliable source of income....it should be a temporary means for families to get by. The bigggest loophole to continue to receive welfare for years on years is to keep having children. If the birth of children for welfare recipients is prohibited, the actual act of getting off welfare and becoming self sustaining will be much quicker. Let the people who really need it use it....and the folks living on it....it's designed for temporary use....not a viable income source.
