Students are doing the projects in colleages are kept in colleage library and workshops ,which can be directly served to the people such as a civil engineer doing a project in his degree he is constructing, designing a house,and other utility services which can be directly served to the places of government "identified" places.
For this projects government can ensure that it has to issue the supporting guidelines, required funds and promote the spirit of entreprenurship in each students.
After finishing the medical courses student has to serve the people for some time (may be as house surgeon, training etc)
Like wise every branch of studies in colleage has the full scope of serving the people locally and generating the local employment, research, services.
