Voting Rights
Voting is not a State Rights issue, it is a human rights issue. Congress has stood by and watched while States pass voting laws that have the effect of limiting various citizens access to the ballot box. Congress needs to ensure maximum access in all States:

1) Congress shall pass a bill mandates harmonization of voting rights in all states. The State with the most expansive access to the ballot box shall provide the baseline for the bill.
2) Going forward, States may implement additional laws to expand voting rights.
3) Until congress passes such a bill, 25% of Congressional Members votes in congress shall be voided randomly.
