Senate rules allow practices that subvert the intent of our Constitution as it pertain to the "Advice and Consent" clauses contained in Article II.
"Advice and Consent" is to "check" the power of the Executive branch in terms of treaties and high-level political appointees. But, this legislative power was intended for the whole Senate to exercise, not individual Senators.
Senate rules allow the practice of "withhold" and similar techniques that vest the power of the Senate, relative to the Executive branch, in a single Senator; this is tyranny, not democracy.
The Constitution should be amended to include words such as "... unless the Senate takes no vote on the merits; at which time Consent shall be assumed after a period of 180 days has elapse or the term of the Senate has ended."
