The proposed amendment to the Constitution would reduce (1) the salary of all members of the Congress and their staff on a pro rata basis and (2) all official travel and mail allowances by one-half for every day that a Congress exceeds the requirement to pass a budget annually (including all days covered by any and all continuing resolutions).
