Promote constitutional reform to phase into a Semi-Presidential Parliamentary System

The American system of Government when it was drafted, did not incorporate partisanship in it. Congress and the President were supposed to check and collaborate with each other. As time went on to present time, we learn that there is a never ending war between the President and Congress as the courts sit in the corner with little say. This is due to the partisanship our nation has come to. We now fully incorporated parties into a system that was never meant for parties. Now we have more gridlock, standoff's and more unproductive work than ever from BOTH sides. This can simply be fixed by shifting and fixing our system to a system that works well with parties: A Parliament. This will also divide up the powers a little bit. President handles State, Prime Minister handles Government functions
