Consumers were free to switch carriers once they were able to keep their mobile phone numbers across carriers. This fostered healthy competition in the mobile phone market.

Today's mobile phone market is increasingly about media content: eBooks, digital movies, and music.

This petition proposes a policy that allows the transferability of purchased digital media content across platforms.

Purchasing a digital book, movie, or music through Google Play should not chain a consumer to the Google Android ecology, preventing the consumer from migrating to an Apple or Blackberry device (and vice versa), since the content is created by various publishers and not by Apple or Google or Blackberry.
