By allowing and promoting Agricultural uses in otherwise vacant infill urban land, the neighborhoods will be made stronger, many unemployed people may find something useful to do, it would create a more robust local economy and would help mitigate urban blight. the incentives could be:
1. repeal any regulation by government, homeowners associations, etc which may prohibit such use
2. property tax incentives given to land owners who install a neighborhood garden or lease for this purpose.
3. Local education campaigns on how to organize to create neighborhood gardens, through co-ops, etc.
4. Create agricultural credit programs for neighborhood gardens.
