Promote the delivery of healthcare services those who cannot afford them by providing a dollar for dollar tax credit

Healthcare services could be provided under the current system to all people who cannot afford to pay for them by providing a dollar for dollar tax credit to those individuals, and institutions that give charitable care. A tax credit would be based on the average customary fee charged for such services. Thus a provider would have an incentive to provide care to individuals who cannot afford it.
In example, Patient A comes to the hospital requiring care,his physicians and the hospital would recieve a tax credit (not a deduction) for all treatments ,supplies etc.. and not have to take a loss on the care. This would keep money out of the hands of the federal system and give an incentive to provide care
