Promote a Fiscal Reform Amendment

The President of the United States shall submit a balanced budget to the Congress
Congress shall pass a balanced budget
Only in the case of a war officially declared by Congress shall these requirements be voided.
In the event that a balanced budget is not passed, the passed budget shall be automatically cut by 75 percent
In addition, it is further required:
That, except in a war officially declared by the Congress, outlays will not exceed 18 percent of the national GDP
The President of the United States shall have at his disposal a line-item veto for budget and appropriations bills
There shall be a special fund located within the Department of the Treasury where all debts owed by the United States will be paid via any surprluses over 2 percent of anual needs will be transferred to.
