Be it resolved that the United States not honor or recognize limitations by governments on freedom of expression inconsistent with the First Amendment as broadly construed. Furthermore, recognize that the First and Fourteenth Amendments are amended parts of the Constitution and thus supersede the treaty-making powers referred to in Article VI.
