Two critical issues in Syria policy are addressed by this petition.

First, the U.S. has not developed a moderate insurgency in Syria to combat ISIS and the Assad regime. Second, the U.S. must determine the appropriate number of Syrian refugees to accept based on U.S. interests.

There is currently little incentive for Syrians to join the Free Syrian Army (FSA).

The U.S. can provide new FSA recruits with valuable peace of mind by offering to accept their families to the U.S. as refugees. The new recruit would stay behind in Syria with the FSA for the duration of the conflict.

The FSA-family policy in this petition would further align US refugee policies with defense interests. However, the U.S. must continue to accept refugees who cannot serve the FSA, such as widows and orphans.
