Promote a global anti-terrorism treaty.

I petition the government of the United States to actively promote a global anti-terror treaty with the following framework:
An act of terror is any act committed with the effect or intent of bringing terror, significant physical harm, or death to any significant group of people, other than personnel actively involved in combat operations or directly supporting combat operations.
Any group committing an act of terror against any treaty nation shall be considered to have attacked all treaty nations, and all treaty nations will use deadly force in a concerted effort to eliminate said group.
Any nation willingly and knowingly supporting, assisting, or sheltering any group that commits a terrorist act against any treaty nation will be considered to be at war with all treaty nations.
