Promote legislation to disallow ALL telephonic solicitation without express recipient authorization

Political parties, charitable organizations and others continue to harrass citizens with unwanted telephonic ( landline and cell) solicitations despite laws allowing citizens to opt out or otherwise limit this intrusion by some groups. Exceptions included in current laws still allow for calls that are numerous and intrusive. esp. during political seasons. Most are "robo"calls that can not be terminated. Legislation disallowing these practices or requiring express authorization by citizens would help citizens regain their capacity to preserve the peace and tranquility of the family home.
