Please sign this petition if you would like to foster state and national lotteries to distribute winnings, not only to the individual winner, but to the municipality of the winning ticket holder, to be used for public works and improving community services for all members of the community.
Legislation could be drafted to ensure that a winning ticket holder received up to one million dollars of a lottery prize, but winnings in excess of this amount would be disbursed for public works and community improvement.
Law would delineate specifics of what community projects the winnings would be spent on, leaving no room for lobbying and special interest coercion. It could also specify the radius around the winning ticket location that the funds would affect, say 100k population.
