Line-item voting for the House of Representatives would be a matter of simply changing some procedures. Each proposed piece of legislation would be broken up into separate line elements. Each element can only contain one proposal (whether it be a new regulation, spending change, tax, fee, whatever) of any kind. Now each Representative casts a vote on each line element. Those that fail are removed and the resulting package is voted on again. When all elements pass the bill is sent to the Senate for approval. If the Senate alters the bill in any way it goes back to the House and the line-item voting takes place again. When both chambers pass identical bills, it goes to the president.
