Whereas the Consitution's "equal protection" clause should forbid favoring one person or industry over another, and that federal courts have found that it is constitutional to mandate retail purchases:

It shall be required that all American households shall purchase a minimum of one (each) copy of Carl Bussjaeger's novels "Net Assets" and "Bargaining Position" and the anthology "The Anarchy Belt" for every literate household member in order to stimulate the economy and ensure Bussjaeger can afford to buy enough beans and rice to make it through the coming winter.

Purchases of the Near Space Press edition of "The Anarchists" shall not fulfill this requirement as it does not meet the minimum literature standards set by "The Anarchy Belt".
