promote local law enforcement agencies in using common sense as opposed to a strict rule of law in certain circumstances

this is to have to current administration to promote ie. sending out flyers, have a one hour class and make it known to local law enforcement officers, doctors, and any other profession that this applies to including anyone this affects, send this flyer to all government agencies, to promote common sense instead of an unbreakable rule of law, this comes to light in the case of a 10 year old girl not being able to recieve a lung, no, one life is not more valauable than another, tough decisions must be made, but common sense needs to be a judge. non leaning left or right but true common sense
