Promote a new digital Bill of Rights. This should include an online opt-out list similar to the Do Not Call list.

Big data and local, state and federal government are now publishing the identities and personal information of citizens publicly on the internet. In most cases, there is no opt-out for this or the opt-out is onerous to use or purposely difficult to find. Some companies like ZattaFact, Inc. even charge a fee to have information removed. Any entity publishing the personal information of citizens online, should have to pay the citizen for the right to use their identity. At the very least there should be a standard opt-out. A one-stop shop like the Do Not Call list that allows citizens to block big data (including government) from publishing information online. Police and public officials have special rights to have their information removed. Why can't every citizen enjoy these rights?
