Promote a partitionment peace process for Syria under the UN, guaranteed by Turkey, France, US, and Russia.

I would humbly propose that it is in the interest of all parties, both Syrian and international to end the conflict asap. Toward that goal I put forward the following compromise for consideration; The Partition of the State of Syria along the line of the State of Allepo under the French Mandate- for the rebels. All territory south and west to be for the rump loyalist Syrian state. An UN approved international force would police the arrangement in sectors for Turkey, France, US, and Russia. Conditions would include; UN securing and disposal of WMD sites. All parties subjecting to UN war crimes court. Senior Syrian government leadership to resign and/or exile without immunity. Rebels must disassociate Islamist and Al-Qaeda elements. Loyalists must disassociate from Hezbollah and Iranian Quds
