Promote The Passage Of A Constitutional Amendment To Cause A Forfeit Of Congressional And Presidential Salaries

Goal: to "promote" an environment of teamwork to ensure that a fiscally responsible Federal government budget is enacted each year.
Criteria: If the Congress and the President fail to enact a balanced Federal budget in each calendar year, all members of Congress and the President shall forfeit their entire federal salary and benefits for each year in which the budget is not balanced.
Enforcement: this should be implemented as a Constitutional amendment in order to prevent the Congress and/or the President from manipulating the law to circumvent the penalties of this act.
