We petition President Obama to propose the following legislation to regulate firearms:
1. All purchasers of firearms must submit to a background check including criminal and mental health records. By attempting to purchase a firearm, the purchaser surrenders his or her privacy rights in this regard.
2. All firearms owners must verify they still retain possession of their firearms, or verify to whom a firearm has been sold or given. Private person to person sale or gifting of firearms must be processed by a federally licensed firearms seller who shall perform the above described background check.
3. All owners of firearms must maintain liability insurance and securely store firearms. Firearms owners are directly liable for crimes commited using their firearms, even by other persons.
