Promote petitions the President believes in with help from the media and bring them to Congress for action.

If members of Congress and Senate know about issues concerning Americans, and see the support, it will help them to act. If the President outlines his positions and asks everyone to help support him, or prove him wrong to better serve the country. Then it was better to bring it to the attention of all Americans, and it's elected officials.
