Make it easier for the deaf and/or blind to get an education. Many schools for the disabled cost money, and state funded ones are few and far between. There should be funding for specialized school to which these students can attend and get an educations tailored to their needs, without having to pay or travel for it.
This should not be administered state by state as it is now, but on a national scale to ensure equality.
