It is obvious that Congress cannot pass legislation on an Assault Weapons Ban, therefore, the White House should promote and Congress pass law that regulates or strengthens the requirements for owners of “Assault Weapons”.
Owners of an “Assault Weapon” shall be required to store such weapons and its ammunition in a theft/fire proof (insert whatever professional rating system) with bio-metric safeties to ensure that only the owner may access such weapon. . Further regulations can be drafted for the safe, theft proof transportation of such weapons.
Owners who fail to meet these requirements shall be held criminally/civilly responsible for damages as a result of the unauthorized use of such weapons.
