The USA has nearly 400-million people, but we are vastly under-represented in Congress. The average congressional district has 700,000 residents.

Increase the Senate to 5 seats per State; BUT for each State, reserve 1 seat for Blacks, 1 seat for Latinos, 1 seat for Native Americans or Native Hawaiians, and 1 seat for Women.

Increase the House of Representatives--mandate at least 3 seats for the least populous States. Each congressional district cannot contain more than 100,000 residents.
