The Second Amendment reads:
"A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed."
While much attention is paid to the second clause, not enough is paid to the first.
We therefore call on the President to empower the Secretary of Defense to properly regulate the militia comprised of all those that keep and bear arms in the United States by:
* Maintaining an accurate registry of all guns and owners.
* Requiring all transfers to update this registry.
* Perform background checks on all militia members
* Provide mandatory training for all gun owners.
Only by knowing who keeps and bears arms and ensuring they are trained can our militia be said to be well regulated.
