In an effort to simplify the Defense budget of $964.8 billion dollars (FY2011), the following should be realigned with other budgets.
1) Civil Defense should be realigned and put under the "Protection" budget as this deals with the protection of the civilian population.
2) Veterans ($141.4 billion dollars) should be split between "Pensions", "Health Care", "Education", and "Welfare" budgets as this budget deals with retired veterans, their health, educational benefits, benefits with housing, and quite a bit more.
3) Foreign Aid ($55.2 billion dollars) should be realigned and placed under "Other Spending" budget or even "Humanitarian Aid". The Foreign Aid falls more into the category of "Other Spending" than it does "Defense" since it is more about Foreign politics.
