Resolved, that all states shall apportion electors for the office of President and Vice-President of the United States of America. Each candidate shall be awarded an elector for each congressional district won by popular vote within each individual state. The candidate that wins the state-wide popular vote in each state shall be awarded the two electors that are dedicated to the federal office of Senator of the United States of America in each state.
