Proposal: Make it a federal crime to pay people to disrupt political rally's or other peaceful assemblies of citizens.

There have been news accounts of political groups and organizations paying or organizing groups of people to attend political rallies or other such peaceful assemblies, with the purpose of disrupting these events. Some have also used paid actors as agitators, who use hateful words and threats that are meant to incite violence among the people in the crowds. Many of these paid protesters have even gone so far as to assault citizens and police officers, leaving many injured. Our recommendation is that, if a person commits a crime during these events, and is found to have been encouraged to do so by a political group or organization, then the government shall prosecute the persons responsible for organizing these agitators. And a national announcement shall be made, informing the public.
