A Proposal to provide Equal Protection of the Laws and Freedom of Consciousness to all regarding Marriage

All Religious institutions shall retain the right to administer marriage according to their own conscience. No state, nor the federal government shall perform any civil marriage nor issue a license of marriage. Instead all states must issue a license of civil union to any two persons voluntarily entering into said civil union that have a marriage certificate issued by a religious institution or will have a significant amount of personal assets and liabilities in common for an indefinite amount of time starting from the time of issuance, neither person being a party to any other civil union or civil marriage at the time of issuance, regardless of gender, marital status, or interpersonal relationship, which will grant the two persons the same legal benefits as currently married couples.
