Rider laws have been an opaque, unjust and deceitful way of passing legislation through our government. The affixing of these "rider" laws onto otherwise non-related pieces of legislation has led to the passage of laws that would otherwise be failed. If President Obama is interested in government acting in a transparent, just, and truthful way as promised, then the following text should be immediately examined, proposed, and enacted. The following is taken from the Montana State Constitution:
"Each bill, except general appropriation bills and bills for the codification and general revision of the laws, shall contain only one subject, clearly expressed in its title. If any subject is embraced in any act and is not expressed in the title, only so much of the act not so expressed is void."
