Propose the addition of a Constitutional Amendment that would allow for a vote of "No Confidence" for Congress.

We the People, propose the addition of a Constitutional Amendment to allow for the several states to call for a vote of "No Confidence" in Congress, by a 75% majority of the legislatures of these several states. If by such a vote the people of these United States do declare and affirm that they no longer trust Congress to govern, then the Executive and Judicial branches should dissolve Congress and call for snap Elections. The basis for this comes from our Declaration of Independence:

"... — That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government.."
