The United States should pass an amendment to the U.S. Constitution allowing the people to vote on national referendums with the purpose of allowing voters a direct say in their government.
Passed referendums would be additional amendments to the Constitution.
The process should be made extremely difficult with 4 requirements.
1) Creation of a web based petition process that requires a large number of signatures (1/2 or 1 million). The language of the petition and the referendum should be identical. Only registered voters could sign.
2) Referendums must be short (500 words or less) and easily understood.
3) Referendums would require a 75% super-majority to pass.
4) Referendums can only be voted on during major elections (every 2 years) insuring the highest possible voter turnout.
